Preheat oven to 350°F. Prepare a baking sheet by lining it with parchment paper. Set aside.
In a medium-sized bowl, sift together the flour, cocoa powder, baking powder, and salt. Set aside.
In a large bowl, add butter, brown sugar, and granulated sugar. Beat with an electric stand or hand mixer until light and fluffy. Scrape down the sides of the bowl.
Add the eggs one at a time, beating after each addition. Add the vanilla extract and red food coloring, mix well. Add the dry ingredients to the wet ingredients. Beat together until combined.
Fill one bowl with granulated sugar and another with powdered sugar. Using a cookie scoop, scoop out about 1½ tablespoons at a time. Roll each dough ball first in the granulated sugar and then the powdered sugar to coat the cookies. Arrange cookie dough pieces onto the prepared cookie sheet at least 2 inches apart.
Bake for 10 minutes, until the cookies have puffed up and spread out slightly with a still cooey center.
